ORIGINAL 1943 WARTIME EDITION — NOT A MODERN REPRINT

Offered here is an original 1943 classified World War II volume containing the papers and minutes of meetings of the QUADRANT Conference, held in Quebec in August 1943.

Titled “Quadrant Conference, August 1943 — Papers and Minutes of Meetings,” this volume was edited and published in 1943 by the Office of the U.S. Secretary, Office of the Combined Chiefs of Staff.

This is Copy No. 52and was originally classified:

U.S. SECRET / BRITISH MOST SECRET

It is accompanied by JCS Regrading Memo 52-73, dated October 3, 1973, documenting the later downgrading of the material to UNCLASSIFIED, approximately thirty years after its wartime publication.

The QUADRANT Conference

The QUADRANT Conference, also known as the First Quebec Conference, was held in Quebec City from August 17–24, 1943, bringing together President Franklin D. Roosevelt, British Prime Minister Winston Churchill, and their senior military advisers at a crucial point in World War II.

At Quebec, the American and British Combined Chiefs of Staff addressed some of the most consequential strategic questions facing the Allies: how and where to strike Nazi Germany, preparations for the eventual cross-Channel invasion of France, operations in the Mediterranean, the war against Japan, and the allocation of Allied forces and resources.

One of QUADRANT's major outcomes was further development of plans for Operation OVERLORD, the Allied invasion of German-occupied France scheduled for 1944. The Combined Chiefs approved the outline plan for OVERLORD and continued planning for the buildup of American forces in Britain in preparation for the invasion.

The conference also addressed strategy in Italy and the Mediterranean, operations against Japan in the Pacific and Southeast Asia, and broader Allied military priorities for 1944.

QUADRANT therefore represents an important stage in the strategic planning that ultimately led to D-Day and the liberation of Western Europe.

About This Volume

This volume contains the papers and minutes of meetings prepared and compiled for the Combined Chiefs of Staff in 1943, while World War II was still being fought.

It is Copy No. 52and retains its original U.S. SECRET / BRITISH MOST SECRET designation.

Bound in dark red library cloth, it was part of a series of official Combined Chiefs of Staff conference volumes documenting the major Allied wartime conferences. Related volumes covered Casablanca, TRIDENT, SEXTANT/EUREKA, ARGONAUT, TERMINAL and OCTAGON, with original classifications ranging from U.S. Secret / British Most Secret to Top Secret.

The accompanying 1973 JCS regrading memorandum forms an especially interesting part of the volume's history, documenting its transition from a classified wartime record to an unclassified historical document.

Again, this is an ORIGINAL 1943 classified wartime publication. It should not be confused with later published editions, reproductions or reprints containing the same historical documents.
