FOR US BUYERS:

# Customs Duty for Postal Packages from Turkey to the US with HS Code 970500 (Updated as of September 2025)

The **HS Code 9705.00** (Harmonized System) covers **"Collections and collectors' pieces"**. This includes antiques, collectible coins, medals, commemorative tokens, collectible cards, stamps, or similar rare/personal collectible items (e.g., old coin collections, antique-like artworks). For such items shipped via post from Turkey to the US (CBP), customs duty is calculated under the **new de minimis restrictions effective since August 29, 2025**. Below are the details:

1. **General Duty Rate and Exemptions**

- **US Customs Duty (Duty Rate)**: For HS 9705.00, **0% (duty-free)**. This means no customs duty is applied (per MFN/General rate, including for Turkey).

- **Why 0%?** Collectible items are considered low-risk due to their cultural/historical value and are exempt from duty in most cases.

- **Impact of New Regulations (Executive Order 14324)**: The de minimis exemption (under 800 USD duty-free entry) has been eliminated for low-value packages, but for 0% rated goods, there's effectively no duty burden. For postal shipments:

- **Bona Fide Gifts**: Up to 100 USD completely exempt (including taxes).

- **General Packages**: Even under 800 USD, declaration is mandatory, but 0% duty + low processing fees apply.

- **Merchandise Processing Fee (MPF)**: A fixed fee of 2.22-6.30 USD per postal package (value-independent, but may be waived for gift exemptions).
