An Original Confederate Draft Exemption as was issued for for the Exemption of Substitutes, essential personell such as Doctors, Confederate Officials, Ministers, Railroad workers and Plantation Overseers, those hiring substitutes, and the controversial "Twenty- Negro Law",which excused one white man (either an owner or an overseer) for every plantation with 20 or more servants" The Conscription Law and Exemptions were widely criticized, by a number of Southern states with and anti-government "Regulators " leading resistance to the Draft and Exemptions Acts.and to Confederate Government Officials trying to enforce Conscription. This 6 x 3"blank Exemption form is printed on brown Confederate paper stock , notifying that the bearer is exempt from military duty "until he ceases to be employed" This came with some items of Thomas M Isbell of "Worltey" Plantation, Jefferson County, Virginia ad comes w bio info- Thomas Montagu Isbell was a member of the 1861 Virginia Secession Convention and served briefly as "First Captain" in the 12th Virginia Cavalry.
