Item does have some scratches scrapes and scuffs on it. The plate does have some fading and some stains. The Illinois License Plate does have some surface rust and is missing some paint in spots, but still is in good shape for age. It does have some sort of spots on it and will need a better cleaning (I don\'t believe they will come off).
