The Artist is Angel Ortiz. My research found that originally Angel Ortiz worked in the paper mache medium. Later he moved to producing pottery items and now his grown son (who is also an artist) is working together with him.Per my research Angel worked in the Tonala region of Mexico.

The piece says Angel Ortiz Mexico on it.

This is part of a box I purchase from someone who purchased these from the artist in the late 1980s for resale. The box of these beautiful items travelled with the original owner from the late 80s till now and never did get sold. The box was full of new paper mache items in plastic bags and surrounded by shredded paper.

The eagle barely balances between the feet and tail feathers but does.
