During the Civil War the US Government kept gold and silver coins on hand despite the issues of "Greenback" paper notes. The system of Treasury Drafts was trusted by receivers due to the integrity of Government. Assistant Treasury Secretary John J Cisco who managed the complex distribution of public money to and from banks with the help of his able Assistant Treasurers. The Government was able to meet it's financial obligations through Treasury Drafts allowing the disbursement of coinage to the banks, contractors and the Army and Navy as needed. An very uncommon Original "Office of the Assistant Treasurer US" script and ink letter written at New York, Sept 18, 1863 acknowledging receipt by the US Assistant Treasurer One Hundred Thousand Dollars " " to the credit of your disbursing account Payable in Coin". The letter is ink signed by "Actg Assistant Treasurer Jacob Russell as signer for John J Cisco, and is ink addressed at the bottom to "Captain . J.W. McClure, Asst QM" 1p 8 x 11" ptd/ink Minor edge wear, age stains, Overall VG. Comes w service info for Captain McClure who was brevetted Major for "Meritorious Service in the Field March 13, 1865".
