Here Is A$1000 bond issued by the city of New York and signed by Fernando Wood as mayor. The central vignette depicts the New York City Hall in a park-like setting, with a rather tall fountain of water before. Numerous citizens, some on foot and others in carriages, promenade around the grounds. Immediately above is printed“Assessment Fund Bond OF THE Corporation OF THE City of New York”, while flanking the scene is a statement which guarantees that the bond is“SECURED BY Pledge of all uncollected Assessments confirmed BY THE SUPREME COURT, FOR Opening, Widening and Extending Streets, AVENUES AND PUBLIC PLACES, OR SQUARES.”. Below the vignette is a lengthy financial obligation which commands the reader“Know all men by these Presents THAT THE MAYOR, ALDERMEN & COMMONALTY OF THE CITY OF NEW-YORK, are held and firmly bound untoThe Dry Dock Savings Institution or theirassigns in the sum of One Thousand Dollars, lawful money of the United States of America, payable … on theFirstday ofNovemberin the year of our Lord One thousand eight hundred andSixty Four…”. This particular example was signed and sealed“… by the Comptroller and countersigned by the Mayor of said City this Sixteenthday of June in the year of our Lord one thousand eight hundred and Sixty …”,with the signatures of“Fernando Wood”as“MAYOR”and“Rob T Hawes”as“COMPTROLLER”appearing at the bottom, separated by a representation of the seal of the City of New York. A Blue seal dominates the lower left corner, with the entire certificate framed by a decorative border. The back features the issuer of the bond, its maturation date, the denomination and the name of the purchaser, neatly presented on one third of the document, so that the piece would be identifiable when folded for storage. The remaining two thirds features 12 small transfer forms, though on the presently offered specimen none have been filled in. An interesting and historic document, especially signed by New York’s controversial Mayor Fernando Wood.

One of the most well-known of the Northern city mayors, Fernando Wood was staunchly opposed to the American Civil War and even suggested (in an historic speech) that New York City should join the South in seceding from the Union. Though born in Philadelphia, Pennsylvania on June 14, 1812, Wood moved to New York City to become a successful merchant and real estate investor. He was elected to the Twenty-seventh Congress, serving from 1841 through 1843, after which he was appointed dispatch agent for the State Department from 1844 to 1847. He was elected mayor of New York City in 1854, but was defeated for re-election in 1858 due to graft and corruption in his administration. He was, however re-elected in 1860, serving until elected to the House of Representative in 1863. During his term as mayor, Wood made several speeches attacking both the war and President Abraham Lincoln. Though not if office at the time, Wood was blamed for inciting the New York City Draft Riots. Following the war, Wood served in the House of Representatives from 1867 until his death in Hot Springs, Arkansas, on February 18, 1881.
